The use of GPS in tracking the movements of suspects is being tested in the courts. Attaching a GPS device to a car for the purpose of monitoring a suspect has frequently been done without court approval. Cases are now being challenged because tracking the whereabouts of a person could be considered an intrusion of privacy.

Jeffrey N. Shane, Under Secretary for Policy at the U.S. Department of Transportation gave a speech titled "GPS and the Future of Transportation" at the Institute of Navigation - GNSS 2004 Conference, Long Beach, California, September 21, 2004. Although much of the speech is off-topic it includes important perspectives on GPS in land, sea and air transportation from a high level person in US Government.
